Carlos A. Aponte
Executive Director
Carlos A. Aponte joined AllCare on April 22, 2013. He has distinguished himself in the fields of elementary and adult education, physical and mental health services and human resources management. Throughout his career, he has focused on strengthening and developing the individuals, families, staff and organizations he has worked with.

As a senior executive, he has headed educational institutions such as charter schools, civil service management development institutes and corporate skills training centers. In the health field, he has been a primary health care provider, family and individual counselor and team developer in hospital settings. His passion to develop healthy organizations comes from his commitment to make sure the clients, students, teachers and staff he works with have the proper tools to succeed and transform lives.

Mr. Aponte’s educational background and experience will aid the organization in reaching its strategic Vision. He has earned several degrees which include: Ed.M. & A.B.D., Harvard Graduate School; M.A., Clinical Psychology, F.C.S.A. University in Cayey, Puerto Rico; and B.S., Health Sciences, S.U.N.Y., Stony Brook, New York.

A Bronx Native, Mr. Aponte looks forward to provide quality services to the children and individuals with disabilities seeking the support they need throughout the Bronx and NYC. His leadership in managing the operations of Medicaid Service Coordination Program and the Learning Ladder Day Care Center will allow him to accomplish this.


Madelina Enriquez
Educational Director

Madelina always knew she wanted to become an educator. As a Junior High school student Madelina would work with and tutored young children. After attending Talent Unlimited High School and majoring in Vocal Music she attended SUNY New Paltz. It was there that Madelina shaped her educational background and defined her role as an early childhood educator. After college she became a universal pre-k teacher where her love for teaching developed into a rewarding career. Madelina then ventured out into the field of Educational Administration when she worked for the YMCA as afterschool coordinator. She has continued developing her educational career and now she is an educational director where she can spread her knowledge of teaching to others. She believes that young children are our future and it gives her great pleasure to be a part of their growth and progress.


Sandy Garcia
MSC Supervisor

At a very young age, Sandy knew that she wanted to have a profession that would make a difference in someone’s life. Sandy was privileged to be part of the ‘I Have a Dream Foundation’ which helped her through her childhood and college experience. With the help of her family and Foundation Sponsors, Sandy graduated from the City College of New York with a Bachelor Degree in Psychology and a minor in Jewish Studies.

After college, while working with YAI-Young Adult Institute, as a Direct Service Professional, Sandy discovered how rewarding and life changing working with people with developmental disabilities could be. During this job experience, Sandy determined that this would become her career. After YAI, Sandy found a new career opportunity with AllCare Provider Services, Inc. In 2010, Sandy became a proud member of the AllCare team as a Medicaid Services Coordinator. In this position, she assisted individuals from the ages of 5 to adulthood to reach their dreams and fulfill their potential. In 2012, Sandy was promoted to Supervisor of the Medicaid Services Coordination unit at AllCare. In this position, Sandy leads a team of MSC Coordinators, assisting hundreds of individuals reach their potential.
